与此同时，数据产业发展的政策环境持续优化，重要数据发展战略陆续发布，《“十四五”国家信息化规划》提出建立数据要素资源体系，以数据治理为突破提升数据质量，以数据开发利用为抓手激活数据要素，以立法规范为重点保障数据安全，加快完善与我国发展实际相吻合的数据要素资源体系，释放数据要素价值。《“十四五”数字经济发展规划》指出，要强化高质量数据要素供给，加快数据要素市场流通，创新数据要素开发利用机制；增强网络安全防护能力，提升数据安全保障水平，切实有效防范各类风险。
