Ideally,the industry chain resembles a decentralized collection of suppliers,able to supply the right components at the right quality,at the right price,and in the right quantity at all times.The difference between the global industrial chain and the local industrial chain is that,without changing the dependence of each link on other links in the value chain,only part of the production link is transferred from the local to the global.
A precondition is implied here,that is,the industrial chain must be flexible enough to deal with sudden changes in market conditions.However,the U.S.-China trade friction and the COVID-19 outbreak have exposed the reality that many industrial chains today are not flexible enough to respond to demand-driven shocks,as well as their vulnerability to unexpected internal disruptions.
