Since the reform and opening up,especially since the country implemented the innovation-driven strategy,important progress has been made in the reform of the scientific and technological system,and technological innovation has achieved leapfrog development.However,we must also clearly recognize that the reform cannot stop,the scientific and technological management system has not been straightened out,the resource allocation mechanism has not been perfected,the cooperation between industry,academia and research has not been smooth,and technological innovation still depends on the path of introduction,tracking and imitation.

改革开放以来，尤其是国家实施创新驱动战略以来，科技体制改革取得重要进展，技术创新获得跨越式发展。但是，也要清醒地认识到，改革还不能止步，科技管理体制还没理顺，资源配置机制还不健全，产学研合作还不顺畅，技术创新还存在引进、跟踪和模仿的路径依赖。
